Il controllo VIES non è facoltativo
Quando fatturi senza IVA a un'azienda di un altro paese UE, la legge europea ti chiede di verificare che sia davvero un soggetto IVA. Il controllo si fa su VIES, il sistema ufficiale della Commissione Europea.
Per le vendite di beni, dal 2020 una Partita IVA valida su VIES è una condizione necessaria per non applicare l'IVA. Per i servizi, è il modo previsto dalle norme europee per dimostrare che il tuo cliente è un'azienda.

Cos'è EU VAT & VIES Validator?
È un'app per HubSpot che aggiunge alla scheda di ogni Azienda la verifica della Partita IVA sul servizio VIES della Commissione Europea. Mostra se la Partita IVA è valida, con ragione sociale e indirizzo quando VIES li fornisce, e salva sulla scheda l'esito, la data e il numero di consultazione: la prova formale del controllo, senza dover stampare o salvare nulla a mano.

Per la Grecia il prefisso VIES è EL, non GR.
Irlanda del Nord (XI): dopo la Brexit segue le regole IVA dell'Unione Europea solo per gli scambi di beni. Le aziende nordirlandesi che commerciano merci con l'UE hanno una Partita IVA con prefisso XI, verificabile su VIES. Per i servizi valgono invece le regole del Regno Unito: il prefisso XI non si usa e la verifica VIES non è lo strumento giusto.
VIES copre soltanto i paesi dell'Unione Europea: per questo non è possibile verificare le Partite IVA del Regno Unito (Gran Bretagna), della Svizzera, della Norvegia e degli altri paesi extra UE.
Quanto sono affidabili i risultati?
Sono i dati ufficiali: l'app interroga direttamente VIES, il sistema della Commissione Europea collegato alle banche dati fiscali dei singoli Stati membri, e ti mostra la risposta così com'è, senza modificarla né interpretarla. Se un sistema nazionale non risponde, l'app te lo dice chiaramente invece di darti un esito incerto.
Cos'è il numero di consultazione e perché vi serve la Partita IVA della mia azienda?
Il numero di consultazione è un identificativo che VIES rilascia per ogni verifica: dimostra che quella Partita IVA è stata controllata in quella data e a quell'ora, con quell'esito. VIES lo rilascia solo se nella richiesta è indicata anche la Partita IVA di chi verifica, cioè la tua azienda: per questo te la chiediamo una volta, in configurazione. L'app salva il numero di consultazione sulla scheda dell'Azienda, insieme alla data e all'ora esatte della verifica.
Il numero di consultazione mi mette al riparo da ogni contestazione?
La verifica su VIES è un passaggio richiesto dalle norme europee, e il numero di consultazione è il modo più solido per dimostrare di averla fatta: senza, in una verifica fiscale è difficile provarla. Da solo però non basta a escludere ogni contestazione: la Commissione Europea lo considera uno degli elementi a sostegno della non imponibilità, e restano gli altri doveri di diligenza previsti dalle norme fiscali. L'app ti aiuta a documentare il controllo; non è consulenza fiscale.
La mia azienda ha sede in Germania: basta la verifica VIES?
Per le aziende tedesche il fisco tedesco si aspetta una verifica più rigorosa delle Partite IVA dei partner esteri: la conferma qualificata («qualifizierte Bestätigungsanfrage») presso l'Ufficio centrale federale delle imposte (BZSt), che controlla anche nome e indirizzo ed è riservata a chi ha una Partita IVA tedesca. La verifica VIES dell'app è utile, ma per un'azienda tedesca non sostituisce quella procedura.
Il caso riguarda solo le aziende con sede in Germania: se la tua azienda è, per esempio, italiana e verifichi un partner tedesco, vale quanto previsto dal fisco del tuo paese.
«Non valida» su VIES significa che la Partita IVA è falsa?
Non necessariamente. Significa che VIES non la riconosce come abilitata alle operazioni intracomunitarie. Può essere cessata o sbagliata, ma spesso l'azienda ha una Partita IVA regolare e semplicemente non è iscritta all'archivio VIES: in Italia, per esempio, l'iscrizione va richiesta da chi fa operazioni con l'estero. Nel dubbio, chiedi conferma al partner.
Perché a volte VIES non risponde?
VIES dipende dai sistemi dei singoli Stati membri, che a volte sono fermi per manutenzione (spesso di notte) o ricevono troppe richieste da tutta Europa. In questi casi l'app ti dice cosa è successo e per quale paese: di solito basta riprovare dopo qualche minuto. Non è un problema della Partita IVA.
Dove vengono salvati i risultati?
Sulla scheda dell'Azienda in HubSpot, nella Partita IVA (nel campo che hai scelto) e in alcuni campi creati dall'app: «Partita IVA valida (VIES)», «Ultima verifica VIES», «Numero di consultazione VIES» e «Data e ora consultazione VIES». Con l'abbonamento trovi anche lo storico di tutte le verifiche di ogni Azienda («Vedi verifiche precedenti»), conservato per 10 anni da ciascuna verifica. Ragione sociale e indirizzo restituiti da VIES vengono solo mostrati, non salvati: non sovrascrivono i tuoi dati.
Come funziona il controllo periodico automatico?
Con l'abbonamento, l'app ricontrolla da sola ogni 30 giorni le Partite IVA che risultavano valide. Se un partner diventa non valido ricevi un'email con l'elenco e il link alla scheda. L'app non modifica nulla in HubSpot in quel caso: decidi tu, verificando di persona.
Cos'è il modulo PEC e per chi è?
È un'aggiunta per le aziende italiane (con Partita IVA italiana): con il pulsante «Cerca PEC» trovi la PEC dei tuoi partner italiani nel registro pubblico delle imprese e la salvi sulla scheda, utile per la fatturazione elettronica. Non recuperiamo il codice destinatario SDI: non è un dato pubblico e va chiesto al cliente; PEC e codice destinatario sono comunque due canali alternativi per ricevere le fatture elettroniche.

Come funziona la prova gratuita?
Alla prima installazione hai 14 giorni o 20 verifiche, a seconda di cosa arriva prima. Non serve una carta di credito e alla scadenza non viene addebitato nulla: le verifiche si fermano finché non scegli un abbonamento. Puoi abbonarti in qualsiasi momento dalla scheda; se lo fai durante la prova, l'abbonamento parte subito. La prova vale una sola volta per account HubSpot.
Quanto costa?
Unlimited: 29 € al mese, con verifiche illimitate per l'uso normale della tua attività. Il modulo PEC, solo per aziende italiane, costa 18 € al mese in più (47 € in totale) e si può aggiungere anche in seguito. Il pagamento è mensile e anticipato, con carta, tramite Stripe.
Posso disdire quando voglio?
Sì, in qualsiasi momento, da «Gestisci il tuo abbonamento» nella scheda. La disdetta vale dalla fine del mese già pagato, fino ad allora l'app continua a funzionare. Non sono previsti rimborsi per la parte di mese non utilizzata.
Cosa succede se disinstallo l'app?
Se disinstalli l'app senza aver disdetto, l'abbonamento viene disdetto automaticamente a fine periodo già pagato e ricevi un'email di conferma. Se reinstalli prima di quella data, puoi riprendere l'abbonamento con il pulsante «Riattiva l'abbonamento» nella scheda: non viene mai riattivato automaticamente.

Come si installa e cosa succede al primo avvio?
Un utente del tuo account HubSpot con i permessi per installare app la installa con il pulsante «Prova gratis per 14 giorni» di questa pagina. Al primo avvio, nella scheda di un'Azienda, accetti i termini di servizio, scegli il campo della Partita IVA e inserisci la Partita IVA della tua azienda: poi puoi iniziare a verificare.
Quali permessi chiede l'app sul mio HubSpot?
Solo quelli necessari: leggere e scrivere le Aziende e i loro campi (per leggere la Partita IVA, salvare l'esito e creare i campi dell'app). Non accede a contatti, trattative, email o altri dati, e non conosce mai la tua password HubSpot.

Trattiamo i dati necessari al servizio: le Partite IVA che verifichi (inviate a VIES), lo storico delle verifiche, la Partita IVA della tua azienda, l'email di chi installa l'app e i dati dell'abbonamento (i dati della carta li gestisce Stripe e non arrivano mai a noi). I dati sono conservati nell'Unione Europea. Lo storico resta 10 anni da ciascuna verifica, perché è la prova da esibire in caso di verifica fiscale; gli altri dati per i tempi indicati nell'informativa sulla privacy. Il sito non usa cookie né strumenti di statistica.

The VIES check is not optional
When you invoice a business in another EU country without VAT, EU law requires you to verify that it really is a VAT-registered business. The check is done on VIES, the European Commission’s official system.

What is EU VAT & VIES Validator?
It is a HubSpot app that adds a VAT number check against the European Commission's VIES service to every Company record. It shows whether the VAT number is valid, with company name and address when VIES provides them, and saves on the record the result, the date and the consultation number: formal proof of the check, without having to print or save anything by hand.

For Greece the VIES prefix is EL, not GR.
Northern Ireland (XI): after Brexit it follows EU VAT rules for trade in goods only. Northern Ireland businesses trading goods with the EU have a VAT number with the XI prefix, which can be checked on VIES. For services, UK rules apply instead: the XI prefix is not used and a VIES check is not the right tool.
VIES only covers European Union countries: that is why VAT numbers from the United Kingdom (Great Britain), Switzerland, Norway and other non-EU countries cannot be checked.
How reliable are the results?
They are the official data: the app queries VIES directly, the European Commission’s system connected to the tax databases of the individual Member States, and shows you the response as it is, without changing or interpreting it. If a national system does not respond, the app tells you clearly instead of giving you an uncertain result.
What is the consultation number, and why do you need my company's VAT number?
The consultation number is an identifier that VIES issues for each check: it proves that the VAT number was checked on that date and at that time, with that result. VIES issues it only if the request also includes the VAT number of whoever is checking, i.e. your company: that is why we ask for it once, during setup. The app saves the consultation number on the Company record, together with the exact date and time of the check.
Does the consultation number protect me against any challenge?
The VIES check is a step required by EU rules, and the consultation number is the most solid way to prove you carried it out: without it, proving the check in a tax audit is difficult. On its own, however, it does not rule out every challenge: the European Commission regards it as one of the elements supporting the VAT exemption, and the other due-diligence duties under tax law still apply. The app helps you document the check; it is not tax advice.
My company is based in Germany: is the VIES check enough?
For German businesses, the German tax authority expects a stricter check of foreign partners' VAT numbers: the qualified confirmation («qualifizierte Bestätigungsanfrage») with the Federal Central Tax Office (BZSt), which also checks name and address and is reserved for holders of a German VAT number. The app's VIES check is useful, but for a German business it does not replace that procedure.
This only concerns businesses based in Germany: if your company is, for example, Italian and you check a German partner, the rules of your own country's tax authority apply.
Does «not valid» on VIES mean the VAT number is fake?
Not necessarily. It means VIES does not recognise it as enabled for intra-EU transactions. It may be ceased or wrong, but often the business has a regular VAT number and simply is not registered in the VIES database: in Italy, for example, registration must be requested by businesses that trade abroad. If in doubt, ask your partner to confirm.
Why does VIES sometimes not respond?
VIES depends on the systems of the individual Member States, which are sometimes down for maintenance (often at night) or receive too many requests from all over Europe. In these cases the app tells you what happened and for which country: usually it is enough to try again after a few minutes. It is not a problem with the VAT number.
Where are the results saved?
On the Company record in HubSpot: the VAT number (in the field you chose) and some fields created by the app, currently named in Italian: «Partita IVA valida (VIES)» (VAT number valid), «Ultima verifica VIES» (last VIES check), «Numero di consultazione VIES» (VIES consultation number) and «Data e ora consultazione VIES» (date and time of the consultation). With the subscription you also get the history of all checks for each Company, kept for 10 years from each check. The company name and address returned by VIES are only displayed, not saved: they never overwrite your data.
How does the automatic periodic re-check work?
With the subscription, the app re-checks on its own, every 30 days, the VAT numbers that were valid. If a partner becomes not valid you receive an email with the list and a link to each record. The app does not change anything in HubSpot in that case: you decide, after checking it yourself.
What is the PEC module and who is it for?
It is an add-on for Italian companies (with an Italian VAT number): the «Cerca PEC» button finds the PEC (Italian certified email) address of your Italian partners in the public business register and saves it on the record, which is useful for Italian e-invoicing. We do not retrieve the SDI recipient code: it is not public data and must be requested from the customer; PEC and recipient code are in any case two alternative channels for receiving e-invoices.
Trial and subscription
How does the free trial work?
On first installation you get 14 days or 20 checks, whichever comes first. No credit card is needed and nothing is charged when it ends: checks stop until you choose a subscription. You can subscribe at any time from the card; if you do so during the trial, the subscription starts immediately. The trial is available once per HubSpot account.
How much does it cost?
Unlimited: €29 per month, with unlimited checks for normal business use. The PEC module, only for Italian companies, costs €18 per month more (€47 in total) and can also be added later. Payment is monthly and in advance, by card, through Stripe.
Can I cancel at any time?
Yes, at any time, from «Gestisci il tuo abbonamento» (Manage your subscription) on the card. Cancellation takes effect at the end of the month already paid, until then the app keeps working. There are no refunds for the unused part of the month.
What happens if I uninstall the app?
If you uninstall the app without cancelling, the subscription is cancelled automatically at the end of the period already paid and you receive a confirmation email. If you reinstall before that date, you can resume the subscription with the «Riattiva l'abbonamento» (Reactivate subscription) button on the card: it is never reactivated automatically.

How do I install it, and what happens the first time?
A user of your HubSpot account with permission to install apps installs it with the «Try it free for 14 days» button on this page. The first time, on a Company record, you accept the terms of service, choose the VAT number field and enter your company's VAT number: then you can start checking.
Which permissions does the app request on my HubSpot?
Only the necessary ones: reading and writing Companies and their fields (to read the VAT number, save the result and create the app's fields). It does not access contacts, deals, emails or other data, and it never knows your HubSpot password.
Data and privacy
What data do you process, and for how long do you keep it?
We process the data needed for the service: the VAT numbers you check (sent to VIES), the verification history, your company's VAT number, the email of whoever installs the app and the subscription data (card details are handled by Stripe and never reach us). Data are stored in the European Union. The history is kept for 10 years from each check, because it is the proof to show in a tax audit; other data for the periods stated in the privacy policy. This website uses no cookies or analytics.

Can I get a copy of my history or have it deleted?
Yes: write to team@clariton.io. Within 30 days we send you the history in a file you can open with Excel, or we delete it, in full or for individual partners.
